					<div class="elementor-text-editor elementor-clearfix"><h2><b>What is factoring?</b></h2><p><span style="font-weight: 400">Factoring is a transaction in which an organisation (<a href="https://dutchuncles.in/discover/under-stimulus-package-msme-entitled-to-additional-20-loans/">such as an MSME</a>) sells its receivables (customer claim) to a third party (an “agent” such as a bank or NBFC) for direct funding. This often helps a business meet its initial working capital needs. Despite the growth in recent years, India&#8217;s factoring market represents only 0.2% of GDP, lagging behind comparable economies such as Brazil’s 4.1% and China’s 3.2%. The largest factoring market of Europe dominates the global factoring segment at 68% of the international total. The factoring market worldwide is expected to reach a $9.2 trillion valuation by 2025.</span></p><h2><b>Factoring Regulation (Amendment) Bill: Changes in favour of Indian MSMEs</b></h2><p><span style="font-weight: 400">The proposed changes to factoring practices in India aim to increase the lenders&#8217; share of factoring activities, easing restrictions and allowing the central bank (RBI) to bolster norms for better oversight of the $6 billion market. The new bill also aims to enable all non-banking financial companies (NBFCs) to carry out factoring activities, thereby helping to improve MSMEs cash flow.</span></p><p><span style="font-weight: 400">Under the current law, NBFC&#8217;s financial assets and income from factoring activities must exceed 50% of total assets and net income or exceed the threshold before commencing traditional factoring activities. The new law removes this barrier and makes it easier for NBFC to enter the factoring industry. Many MSMEs, whose payments against supplies are stuck, participate in the factoring business with receivables.</span></p><h2><b>What can MSMEs and small businesses expect going forward?</b></h2><p><span style="font-weight: 400"><a href="https://dutchuncles.in/build/5-government-loan-schemes-for-small-businesses/">Small businesses will be empowered </a>under the new factoring bill and receive some cash liquidity for operational costs. Moreover, the red tapes will also be diluted as compared to the existing rules. The RBI will make regulations for the manner of granting the certificate of registration, filing of particulars of transactions with the Central Registry on behalf of factors, and any other matter required to be specified by regulations.</span></p><p><span style="font-weight: 400">The benefits for MSMEs via invoice discounting, recourse and non-recourse factoring, collections, and reverse factoring will give them a much-needed relief, even though authorities can do more for them in the long run.</span></p></div>

As per the Ministry of Micro, Small and Medium Enterprises, the move is set to benefit 2.5 crore enterprises that function in retail and wholesale.</span></p><p><span style="font-weight: 400">But, before getting into the current definition of <a href="https://dutchuncles.in/discover/how-will-the-new-pre-packaged-insolvency-mechanism-help-msmes/">MSMEs </a>and what benefits will the businesses get now, let us first understand when and why wholesale and retail trades were removed as MSMEs.</span></p><h2><b>When were retail and wholesale businesses excluded as MSMEs?</b></h2><p><span style="font-weight: 400">According to the current definition of MSMEs, only manufacturing and service sector businesses qualify as MSMEs. In 2017, the government announced that retailers and wholesalers would no longer be classified as MSMEs.</span></p><p><span style="font-weight: 400">The Micro, Small &amp; Medium Enterprises Development (MSMED) Act, passed by the government in 2006, defined small business businesses as function in the &#8220;manufacturing and service sectors&#8221;.</span></p><h2><b>Why were these businesses excluded four years ago?</b></h2><p><span style="font-weight: 400">The MSMED Act included retail and wholesale companies in the definition of MSMEs under the 2006 Act. But the centre removed them from the list in 2017 because, according to the government, no retail and wholesale trade directly involves manufacturing or service aspects of the business. Now, after four years in 2021, the Union government has issued new guidelines to reinstate the retail and wholesale trades as MSMEs.</span></p><h2><b>What does &#8216;reinstating retail and wholesale traders under MSME&#8217; actually mean?</b></h2><p><span style="font-weight: 400">The inclusion of these trades as MSMEs means that businesses in this sector, left out from the benefits available for MSMEs, will now have access to them. Under the revised guidelines, the government will include retail and wholesale trades in MSME categorisation. This will extend the benefit of priority sector lending to them.</span></p><h2><b>What benefits will the retail and wholesale businesses get as MSMEs?</b></h2><p><span style="font-weight: 400">Many government schemes support MSMEs to make it easier for them to access resources. The government even set up a unique loan programme for MSMEs to help tackle the effects of the COVID-19 pandemic. As a result of the recent inclusion plans, wholesalers and retailers will be able to benefit from these schemes.</span></p></div>

Udyam was launched last July and is a free and paperless platform for self-promotion that enables new and existing MSMEs to register simply with Aadhaar numbers.</span></p><h2><b>A move towards the sector&#8217;s formalisation </b></h2><p><span style="font-weight: 400">Businesses that gain the MSME status by registering on the government portal are entitled to several benefits, ranging from interest subsidies on bank loans to direct tax relief and credit relief. About 2.5 crore wholesalers and retailers are expected to benefit from the government&#8217;s decision to bring them back as MSMEs.</span></p><p><span style="font-weight: 400">According to the National Sample Survey 73rd Round (2015-2016), there are approximately 2.5 crore MSMEs in India. Uttar Pradesh reportedly has the most SMEs with 90 lakh companies, followed by West Bengal with 88.7 lakh such enterprises.</span></p><p><span style="font-weight: 400">With around 11 million employees, the MSME sector is the second-largest producer of jobs in India after agriculture. It contributes 30% to the national GDP and accounts for 48% of exports. The inclusion of retail and wholesale encourages the formalisation of this sector through policy-driven change led by small businesses, government assistance and funds access.</span></p><h2><b>Suggested plan and next steps for MSMEs</b></h2><p><span style="font-weight: 400">The new members of the government-recognised MSME sector will now have access to numerous government schemes designed for such businesses. The disruption by COVID-19 has left all sorts of firms scrambling for resources. Now, companies from the retail and wholesale segments, including the small </span><i><span style="font-weight: 400">Kirana</span></i><span style="font-weight: 400"> shops and micro-retail outlets from small towns, can apply for government aid in times of financial hardship. </span></p><p><span style="font-weight: 400">Along with the existing MSME entities like manufacturers, service providers, exporters, ancillaries, retail and wholesale businesses can now have access to a new formal network in addition to the recent financial avenues. The government also recently increased the corpus of the <a href="https://dutchuncles.in/discover/under-stimulus-package-msme-entitled-to-additional-20-loans/">Emergency Credit Line Guarantee Scheme (</a></span><span style="font-weight: 400"><a href="https://dutchuncles.in/discover/under-stimulus-package-msme-entitled-to-additional-20-loans/">ECLGS)</a></span><span style="font-weight: 400"> scheme to Rs. 4.5 lakh crore. 					<div class="elementor-text-editor elementor-clearfix"><h2><b>More Credit Guarantee on Loans for MSMEs</b></h2><p><span style="font-weight: 400">The package includes a credit guarantee for bank loans to microfinance institutions (MFIs), lending up to Rs 1.25 lakh to 25 lakhs to small borrowers. According to the latest available data, out of the Rs 3 lakh crore, banks have already sanctioned around Rs 2.7 lakh crore and disbursed around Rs 2.1 lakh crore under the ECLGS scheme.</span></p><p><span style="font-weight: 400">Under the <a href="https://dutchuncles.in/discover/govts-eclgs-to-provide-relief-to-travel-and-hospitality-sector-businesses/">ECLGS program</a>, MSMEs are entitled to an additional 20% loan backed by a sovereign (state) guarantee. The additional 20% loan limit in the current stimulus package is provided through ECGLS program loans. The credit limit was earlier extended to September 30, 2021. Now, the last date of disbursement under the scheme has been extended to 31 December.</span></p><p><span style="font-weight: 400">Due to a long-term economic downturn and the financial distress caused by the pandemic, the Indian economy is at its lowest point in decades. The sovereign guarantee on credit loans to MSMEs is going to ease this distress to some extent. </span></p><h3><b>Sovereign Guarantee </b></h3><p><span style="font-weight: 400">Sovereign Guarantee is an assurance in which the government promises to underwrite businesses&#8217; losses in the undertaking as a guarantor due to the disastrous consequences of certain events. The disastrous event, in this case, is the pandemic which has resulted in a sharp drop in companies&#8217; creditworthiness.</span></p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2><b>What is in the Stimulus Package?</b></h2><p><span style="font-weight: 400">As part of the loan guarantee, banks will provide loans to MFIs at reasonable interest rates and lenders will have easy access to credit to give to MSMEs. The guarantee on loans will be provided to Scheduled Commercial Banks, new (or existing) NBFC-MFIs, or Micro Finance Institutions (MFIs), for on-lending up to Rs 1.25 lakh to approximately 25 lakh small borrowers.</span></p><p><span style="font-weight: 400">The scheme will have a focus on new lending, not repayment of old loans. All borrowers (including defaulters up to 89 days) will be eligible for the stimulus package’s benefits. Affiliated Member Lending Institutions (MLI) will provide guarantee cover for funding to MFIs/NBFC-MFIs until 31 March 2022 or until guarantees for Rs 7,500 crore are issued, whichever is earlier.</span></p><h2><b>How will the SME and MSME segment benefit from the stimulus package?</b></h2><p><span style="font-weight: 400">Primarily, India&#8217;s small business sector, which contributes the most to the nation&#8217;s economy, will get a lease on their business life due to increased financial credit and guaranteed low interest-rate security. The new stimulus package will provide the necessary credit to MSMEs and businesses in the lower rung of the economy to perform important functions like covering operating costs to keep the business going.</span></p><p><span style="font-weight: 400">In addition, loans will be granted to all trusts or registered companies belonging to the MSME category. The application for the ECLGS Scheme, under which 20 per cent of additional loans can be taken, is a seemingly straightforward process. The borrower must register under GST and have an SMA-2 and NPA status. There is no fee for processing the application.</span></p><p><span style="font-weight: 400">Experts have said that while the recently announced stimulus package is targeted at the areas which are the most affected by the pandemic, it relies more on loans than on direct incentives. Credit guarantee schemes have not guaranteed revival in the past (as recently as 2020) &#8211; the current economic downturn is apparent in the low GDP, high inflation and unemployment.</span></p><p><span style="font-weight: 400">Generating new demand is the most effective way to stimulate the economy, and that requires an increase in consumption. To increase consumption, the government should put money directly in the hands of the people. Sectors need liquid financial support immediately, not credit expansion. It is only when people have cash in hand that they will spend it on commodities, which will increase MSMEs&#8217; business.</span></p></div>

Prime Minister Modi delivered the keynote address as the ‘Guest of Honour’ at the fifth edition of Vivatech which occurred between the 16th-19th June 2021. Vivatech is one Europe’s largest digital and start-up events which sees participation from global technology innovators and start-up leaders. Prime Minister Modi delivered the keynote address via video conferencing.</p><h2>Takeaways for start-ups</h2><p style="padding-left: 40px">The Government has issued open invitations for foreign investors in Indian start-ups that foster talent, cater to a thriving market, belong to a robust ecosystem and are open for new opportunities.</p><p style="padding-left: 40px">Modi placed India’s tech-talent pool on an international podium and highlighted how Indian tech solutions created by the youth of the country are deployed for critical use cases across the world.</p><p style="padding-left: 40px">He also put forward the vast digital market in India. He stated that the Indian mobile phone consumer base and the Internet user base currently stands at 1.18 B and 775 M respectively which are numbers greater than the population of several nations. Further, the Prime Minister stated that Data Consumption and Social Media consumption in India is the highest from a global standpoint. He said data usage is the cheapest here than anywhere else in the world. He also went on to invite participants into this market which he called ‘diverse and extensive’.</p><p style="padding-left: 40px">The Indian start-up community was called upon to address the current global challenges through a collective spirit and a human centric approach. Start-ups were called to take the lead, especially the youngsters within the community. The advantage they enjoyed of not being burdened from their past is set to assist them in bringing about global transformation. Start-ups have been called upon to explore sectors like healthcare, eco-friendly technology like waste recycling, agriculture, and new-age learning tools (ed-tech start-ups can rise to the occasion)</p><p style="padding-left: 40px">India was presented as an open society and economy to the attendees of the Vivatech summit. It was also presented as a nation committed to the international system. It was stressed during the keynote address that ‘partnerships’ are exceptionally important to India. Digital partnerships especially between Indian start-ups and European nations is a key priority to India. On a final note, new technology was called upon to serve a large purpose and humanity in general, especially through these partnerships.</p></div>

This is the second time the EPFO has approved such an aid measure due to the ongoing crisis.</span></p><h2><b>How much PF can be withdrawn, and from where can the aid be availed?</b></h2><p><span style="font-weight: 400">Whether employed or self-submitters, Provident Fund subscribers can take out non-refundable amounts from dearness allowances and basic wages for three months or up to 75 per cent of the amount payable to employee credit. EPFO&#8217;s eligible Know Your Customer (KYC) members can request instant withdrawal of their funds. EPFO can reduce the claims settlement cycle to just three days with the automatic payment method as against the legal obligation to settle claims within 20 days.</span></p><h2><b>Aadhaar Mandatory for PF under New EPFO COVID 19 Relief Rules</b></h2><p><span style="font-weight: 400">The ministry has mandated that the Aadhaar number be provided by employees and unorganised sector workers who wish to register, receive benefits or wait for payment under various schemes as per section 142 of the Social Security Code 2020.</span></p><p><span style="font-weight: 400">Aadhaar is also required for non-organised sector labour organisation databases, including migrant workers. However, the agency did not rule out providing services under various social security schemes if Aadhaar was not submitted.</span></p><p><span style="font-weight: 400">EPFO has notified employers that from 1st June, if PF accounts are not linked to Aadhaar, then the ECR (electronic challan-cum-return) will not be filled. Employees can still contribute to their PF account, but they will not deposit their employer&#8217;s share.</span></p></div>

The start-up has signed a nondisclosure agreement with the Department of Space (DoS) under the newly proposed IN-SPACe entity.</span></p><p style="padding-left: 40px"><b>Pixxel</b></p><p style="padding-left: 40px"><span style="font-weight: 400">Shortly after the announcement of space reforms by the Indian government, the Bangalore-based space start-up Pixxel got contracted by the New Space India Limited (NSIL), the commercial arm of ISRO. It plans to thrust the country&#8217;s first private remote sensing satellite on an ISRO PSLV rocket.</span></p><p style="padding-left: 40px"><b>Skyroot Aerospace</b></p><p style="padding-left: 40px"><span style="font-weight: 400">Hyderabad-based Skyroot Aerospace is developing a technology to provide adequate, reliable and cost-effective space access. The start-up is a vital rocket company that ISRO is helping with test facilities and know-how for their launch vehicles.</span></p><p style="padding-left: 40px"><b>Bellatrix Aerospace</b></p><p style="padding-left: 40px"><span style="font-weight: 400">This start-up specialises in electric propulsion systems, rocket engines and launchers. It also signed a technological development agreement with ISRO on space electrical systems.</span></p></div>

IN-SPACe assesses the needs and requirements of private sector stakeholders, including education and research institutions and consults with ISRO to find ways to meet these needs.</span></p><h3 style="padding-left: 40px"><b>New Space India Limited (NSIL)</b></h3><p style="padding-left: 40px"><span style="font-weight: 400">New Space India Limited (NSIL) is a public corporation of the Indian government and ISRO. NSIL&#8217;s primary goal is to increase private industry involvement in India&#8217;s space programme. NSIL is set up to ensure the transfer of Small Satellite technology to industry; it will obtain a license from DoS/ISRO and sub-license the same to industry. </span></p><h3 style="padding-left: 40px"><b>ISRO&#8217;s Atal Tinkering Labs (ATL) for Space Education and Technology</b></h3><p style="padding-left: 40px"><span style="font-weight: 400">ISRO has made national use of Atal Tinkering Labs in space education and technology a priority. ISRO is designing space education and space technology as an extracurricular activity for the schools to utilise ATLs, which will endorse the Ministry of Education to instil space entrepreneurship curiosity from a young level.</span></p><h3 style="padding-left: 40px"><b>Draft Spacecom Policy 2020</b></h3><p style="padding-left: 40px"><span style="font-weight: 400">Department of Space&#8217;s Draft Spacecom Policy 2020 aims to meet the country&#8217;s growing demand for space communications. In this process, the Government of India will emphasise the ease of doing business and encourage implementing the </span><i><span style="font-weight: 400">Aatmanirbhar Bharat</span></i><span style="font-weight: 400"> initiative that promotes healthy competition in the development of the national economy.</span></p><h2><b>Why Should an Aspiring Entrepreneur Start a Space Start-up?</b></h2><p><span style="font-weight: 400">In 2018, ISRO announced its intention to launch incubators across India to support the roll-out of <a href="https://dutchuncles.in/discover/space-start-ups-in-india-and-what-are-they-building/">space technology start-ups</a>.
