Plethora of social media networking apps have popped up in the market, with only a handful, mostly big tech, ruling the roost. Everyone wants to grab a piece of the ever-growing internet-user base pie, especially India which is the world&#8217;s second-largest internet market.</p><p>However, as the market gets crowded with entry of new players, existing companies need to come up with new propositions while the ones contemplating to enter this market must put something exciting on the table to differentiate themselves.</p><p>One start-up in the latter category just prefixed ‘social networking app’ with a simple word &#8211; Local, rather Hyperlocal, and changed the ball game, grabbing a good chunk of that pie for a starter.</p><p>This brings us to the inception of homegrown location-based social network app &#8211; Public App &#8211; which allows users to share videos/content of scenarios taking place around them besides providing them real-time local updates, including events, classifieds etc.</p><p>This two-year-old start-up, which was launched by news aggregator and curator Inshorts, has amassed over 50 million users with more than a million videos created on a platform on a monthly basis. Some of the famous personalities, big brands, and politicians are on the app’s active users.</p><h2>The Ideation</h2><p>The three IIT dropouts Azhar Iqubal, Deepit Purkayastha and Anunay Arunav already had a glorious feather in their hats with the success of their first venture, Inshorts, and wanted to up the game digital game further.</p><p>Even with their first venture, the founders paid attention to the growing demand for short and simple content as the majority, especially youth, lost interest in reading newspapers and anything that requires time.</p><p>Once the idea of ‘60 word-news update’ got hit, the founders got thinking over connecting local communities with the same, and maybe more. This led to the inception of Public App in 2019.</p><p>The social networking platform connects people with its communities and authorities in their local languages. The aim is to, again, move away from bulky content and make simple news and information accessible to everyone in real-time in minimum time.</p><p>Within seven months, the app was able to garner 10 million downloads and capture Tier 1, 2 and 3 cities.</p></div>

It allows users to share content, both entertainment and informative, in the form of videos and posts on varied topics.</p><p>The app builds an affiliation between people as they discuss common topics, raise questions, share concerns. This works extremely well for local authorities, which are able to connect with the users, as users themselves, and spread important information besides collecting feedback. Sounds like a ‘digital chaupal’.</p><p>This also brings us to citizen journalism, which is promoted by the platform which lets users, self-proclaimed citizen journalists &#8211; record and upload short clippings of newsworthy moments happening in their neighborhood and build a loyal following.</p><p>Hence, the app becomes a medium to bring things to notice and get the action rolling. Majority of the videos on the app are connected to local news related to crime, politics, protests, sanitation work, among others.</p><p>This takes the app beyond entertainment. With communities coming together, the app has become a platform for updates on local happenings, events, job opportunities. This turned the app into a famous hub of hyper local classifieds.</p><p>The user interface of Public is kept very simple and people find it extremely convenient to use. It is able to attract high quality audiences because of the non-intrusive advertisements, which leads to a good engagement on the platform. Also, the younger generation gets more captivated with updates in visual form in comparison to written content, and this is one of the primary aspects that was definitely working in Public’s favour.</p><p>Vernacular content is the next big thing and some of the major players are already cashing on the wave. This is another big USP of the app, which is available in several major Indian languages, including Hindi, Bengali, Punjabi, Telugu, Odia, Marathi etc. The app removes the single language (English) barrier and hence has managed to tap on the hyperlocal network.</p><h2>Pushing ‘Vocal for Local’</h2><p>The main theme of the app is hyperlocal connection. This could apply to anyone in the area, any business, any information and so on. One such opportunity is bringing together shopkeepers and customers. It is not new to do business on/via social media platforms, the app however focuses on local. Shopkeepers who have small or large businesses build a rapport with the consumers and connect with them through the app. It even helps the shopkeepers to hire local talent, close deals, fulfil other requirements and take business forward through the platform.</p><p>The traction of the connection with locals is so much that even big brands are coming forward to tap that ever-growing local user base. Companies are looking for mediums to keep in regular touch with locals as a part of product survey, sale and marketing. Their association with the app serves the purpose and provides them with valuable insights and so on. In his company blog, Iqubal writes that the start-up builds customised ad solutions for such brands to better engage with the audiences while keeping the user experience intact. Currently, advertisement is the biggest source of revenue for the start-up.</p><p>The popularity and credibility of the brand is reflected in its associations with companies like Amazon, GlaxoSmithKline (GSK), HDFC etc.</p></div>

Besides big brands, political leaders, journalists, police officers and government officials have signed up to connect with communities around them in the most efficient manner possible. This aspect is highlighted significantly during the lockdowns.</p><p>Officials were seen interacting with users regarding policies, restrictions while authorities remained in constant touch to extend help and provide info related to groceries stores, hospitals, quarantine arrangements in the surroundings.</p><p>This builds on the credibility of the app every day which in turn gives the users an assurance that the information they are getting from this platform is legitimate.</p><h2>Innovate, Improve and Retain</h2><p>Public currently has 50 million users with an average daily time spent of 20 to 30 minutes.</p><p>In March 2021, the start-up raised $41 million from A91 Partners, shooting its valuation to $250 million. This funding came mere six months after it secured $35 million led by Lee Fixel’s new investment firm Addition, along with SIG and Tanglin Venture Partners. The funds have been deployed towards scaling up of tech infrastructure, content offerings and employee base to speed up the growth and continue improving on retention and engagement, says Iqubal, who also mentions the need to focus on sustainable growth and target to obtain right users instead of mass users.</p><p>Public App stands in completion with other homegrown brands like MX Taka Tak, Moj (ShareChat), ZINGR, Josh (Dailyhunt) etc in the <a href="https://dutchuncles.in/discover/how-can-hyperlocal-delivery-model-help-in-e-commerce-businesses/">hyperlocal</a> social media space, keeping the big tech like Twitter, Instagram, Facebook aside.</p><p>However, the aspect of connecting locals with authorities besides the amalgamation of entertainment, news, classifieds, information and everything that spells ‘community’ makes the app appealing in comparison. The other platforms are either focused on pure entertainment or trying to balance both in an unorganised way. In a way, the product offering of all stands different.</p><p>For instance, Sharechat also allows users to upload and share videos, images, and GIFs on the platform to create a social following and has a gamut of content categories such as humor, self-help, religion, among others. On the other hand, MX Taka Tak loses out on news, information and updates aspect and is solely focused on entertainment.</p></div>

A monumental growth was observed in these apps as users shifted base following the ban. Public App saw a huge surge in users and crashed on the shifting waves.</p><p>The founder believes that the ban wasn’t the sole reason behind its success since they were confident that they would have had a successful run irrespective of the ban of TikTok. This confidence is backed up by the growing demand for vernacular content or media apps in the country. As per a report by Google India, 9 out of 10 new internet users in the country are consuming online content in Indian languages. Big brands to smaller businesses, everyone has begun incorporating vernacular aspects into their digital solutions to tap into regional communities, expand customer base and explore opportunities that arise from it. New user base would mean removal of barriers for product/service adoption which could be done by adopting local language strategy.</p><p>Iqubal believes that even if the ban of TikTok is lifted, it won’t cause any harm to the growth of the platform. The users seem to be satisfied with the services they are being provided with. The increase in the number of users will continue because of the sense of proximity it provides to them and the users who are willing to enjoy the services will be a part of the platform regardless of any factor, he writes in his blog.</p><h2>International ‘Public’</h2><p>The next big target is to connect people from certain communities of India and then eventually take over the global space.</p><p>Besides, since the platform is largely known for the quality of personalization that it possesses, the founders are working on customised advertisement solutions for brands for them to build stronger connections with the audience.</p><p>The app also plans to bring an in-built video creation tool which would make it easier for its users to create videos with the help of their mobile phones. The new live streaming feature will also be one of the highlights of this platform.</p><p>It is intriguing to witness that the platform has been constructed in a manner that certain sections of users turned out to be influencers by providing relevant information related to general knowledge, local news, etc. It would be interesting to see how the founders replicate the business model in other countries as what might work at a particular land, might fail in another. Having said that, vernacular and community is omnipresent and unexplored.</p></div>

The global tech giants, including Facebook, WhatsApp, Twitter and Google, provided India with  powerful platforms to transact, seek and express information and consume entertainment while accelerating their own user base.</p><p>This honeymoon period, however, now seems to be fading for these companies. Something seems to have changed in the past few years. There is a common global sentiment &#8211; &#8220;Put a leash on big tech (social media platforms)&#8221;.</p><p>Countries have been seeking stronger regulations of social media platforms, some even banning them. Similar has been the case in India. Recently, the Indian government ordered Twitter and Facebook to take down 100 posts critical of its coronavirus handling. This comes two months after similar orders were passed to take down accounts and posts with negative narrative on farmers protests. In February 2021, the ministry came out with<a href="https://dutchuncles.in/discover/new-regulations-for-social-media-how-will-it-change-the-way-google-facebook-and-twitter-operate-in-the-country/"> new rules and regulations for social media</a>, which were criticised for being &#8220;anti-national and unconstitutional, suppressing freedom of speech&#8221;.</p><p>This brings us to an important question &#8211; Do regulations undermine the idealism of an open market in a country? The answer is no. Regulation is good. But the agenda behind it needs to be clear and not created to suit a particular narrative.</p><h2><strong>Tightening the Noose: What the Government Says?</strong></h2><p>While passing the recent orders to take down the 100 posts, Communications, Electronics and Information Technology Minister Ravi Shankar Prasad said, &#8220;We respect social media a lot, it has empowered common people. Social media has a big role in the Digital India Programme. However, if social media are misused to spread fake news and violence, then action will be taken on the misuse of social media in India whether Twitter or else.”</p><p>“There is freedom of speech but Article 19A says that this is subject to reasonable restrictions,&#8221; he said, adding that all the social media platforms will have to adhere to the Constitution of India which allows criticism of the government and the Prime Minister, but spreading fake news will not be allowed.</p><p>While the government came under criticism to create &#8220;unreasonable barriers&#8221; for big tech firms, the government itself counter questioned these firms by saying that they apply different parameters for different countries.</p><p>“Different parameters can’t be allowed for different countries. It can’t be different for the Capitol Hill incident and some other parameters for the Red Fort incident.”</p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2><strong>“Tweets must continue to flow…”</strong></h2><p>Twitter chose to remain defiant and issued a public statement that the safety of its employees was a top priority, but that the “tweets must continue to flow”.</p><p>In a statement, Twitter had informed that in such cases, a legal request is usually reviewed under both Twitter rules and local laws. If the content violates Twitter’s Rules, it is removed. If it is found to be illegal in a particular jurisdiction, but not in violation of the Twitter Rules, the company withholds access to the content in India only and the account holders are notified.</p><p>In today’s scenario, for a market to be open and ideal, regulations play an important role. As mentioned earlier, regulations are good, given the agenda and reasons behind them are clear. In India’s case, this is somewhat distorted. It’s a grey area when it comes to operating laws for social media platforms.</p><p>How can something that is freely expressed verbally in public or on other media platforms be “unlawful” for social media platforms. Moreover, is it the law of India or is it the law of the country where the parent company is based? Or, is it the ‘law’ as framed by the company, regardless of the law(s) of either the parent or the host country.</p><p>These unexplained questions dilute the idealism of an open market. “Selective” censor of tweets /posts /accounts /hashtags further undermine the transparency and purpose of the regulations. This is more hurtful for a country like India which is known for its vibrant democracy.</p><h2><strong>We can Chain them, but can we do without them?</strong></h2><p>An ideal open market is a long gone concept as “businesses” are at stake now. Governments across the global, including the US and Australia, are looking to regulate big tech firms but are also open to doing deals with them.</p><p>In some cases, big social media platforms and apps losing access to the Indian market may not be as big of an impact for the company than for the Indian government which relies heavily on them for global interactions and pushes forward its own messages and narrative. It goes both ways. Ideal or non-ideal, the business will continue as usual for nations.</p></div>

Government officials outlined that the social media giant is &#8220;welcome to do business in India,&#8221; but it had to follow the country&#8217;s laws &#8220;irrespective of Twitter&#8217;s own rules and guidelines&#8221;.</span></p><p><span style="font-weight: 400">The meeting was the outcome of tensions between the Bharatiya Janata Party government and Twitter. The Modi government&#8217;s passage of new farm laws has ignited protests that are going on for nearly five months now. <p><span style="font-weight: 400">Though it may seem like an unnecessary war cry, it has reached the extent that Twitter could potentially be banned in India just like the government banned Tiktok and Chinese apps. The Government warned Twitter about their legal provisions and violations which could send their employees behind bars for several years. To this, Twitter replied that the ‘legal bans’ demanded by the Government were inconsistent with Indian laws. The question that now arises is whether Twitter will win the battle against the government? Whether free speech and transparency will thrive in the world’s largest democracy?&nbsp;</span></p>
<h2><b>The Reason Behind the Twitter Standoff</b></h2>
<p><span style="font-weight: 400">Ministry of Electronics and Information Technology (MeitY) engaged in grandstanding with Twitter, which temporarily complied with the ‘legal demand’ to block over 250 accounts before restoring them. It provoked the Government to issue a ‘Non-compliance Notice’ and threaten legal action which could put Twitter at great risk of losing the exemption from legal liability and its executives could go to jail for seven years if charged with non-compliance.</span></p>
<p><span style="font-weight: 400">A few weeks ago, several farmers protesting and rallying against the deregulation of Indian agriculture clashed with police in New Delhi creating chaos on January 26, Indian Republic Day. The netizens took to Twitter, with posts flooding from both sides, each giving its narrative. Claiming that certain accounts were propagating misinformation and false narratives on the farmer protests, the Government asked Twitter to block 1178 accounts. They objected to the hashtag ‘Farmers’ Genocide’ and claimed that many of these Twitter handles were backed by ‘Khalistanis’ and Pakistan. Twitter blocked 500 accounts listed by the Government but left the others alone including media, journalists, politicians and activists because according to Twitter, the order was ‘inconsistent with Indian laws’.</span></p>
<p><span style="font-weight: 400">In a virtual meeting between government officials and Twitter’s executives in the US, the Government declared that as an intermediary doing business in India, Twitter must comply with Indian laws. However, banning Twitter in India is not that easy.&nbsp;</span></p>
<h2><b>Emergency Internet Laws</b></h2>
<p><span style="font-weight: 400">The Information Technology Act of 2000 is not transparent and outdated. Section 69A gives the government power to deny Internet access and block citizens without any explanation or a fair hearing to the victims who are not even told the offence they are accused of. The law was upheld as it was assumed there were sufficient checks, provisions for hearing and proper decision making when it comes to blocking people and removing offensive posts from social media platforms. Twitter’s AI can also filter and remove offensive content according to its rules. But the question arises, if censorship should be allowed on platforms like Twitter that enhance and propagate the concept of free speech and expression. Netizens should know why the content was removed or people were blocked. Such platforms call for higher accountability and responsibility.</span></p>
<h2><b>What is in it for Twitter and other platforms?</b></h2>
<p><span style="font-weight: 400">Social Media platforms need to have a proper hearing and discussion before removing content. People need updated and detailed laws that coincide with both the government’s and company’s agenda to avoid extreme cases of violence and conduct more careful check of the content that is posted. The&nbsp;</span><a href="https://dutchuncles.in/featured/new-it-rules-guidelines-for-social-media-platforms/" target="_blank">Information Technology Guidelines</a><span style="font-weight: 400">&nbsp;for Intermediaries and Digital Media Ethics Code Rules, 2021 was formed to tackle issues like sensationalism of fake news, abuse of these platforms to share morphed images of women, revenge porn and other explicit content. Twitter, Facebook and YouTube must take down defamatory and controversial messages within a specific time-frame, set up grievance redressal mechanisms as well as assist government agencies in the investigation. The rules enable the identification of the first originator of the information for prevention, detection, investigation, prosecution or punishment of an offence related to the sovereignty and integrity of India, the security of the State, friendly relations with foreign states, or public order, or of incitement to an offence relating to the above or in relation with rape, sexually explicit material or child sexual abuse material, punishable with imprisonment for a term of not less than five years. The focus should be on creating a platform for people to voice their opinions while complying with a written set of guidelines to avoid people opting out of Twitter or any such platforms and resulting in a lesser user base.</span></p></div>

The main reason behind such stringent measures is that several citizens are misusing these platforms to spread false narratives and misinformation which often insinuate violence much like the farmer protest on January 26, 2021. To avoid such extreme scenarios, and to protect the spirit of democracy, the Centre has established new guidelines. The controversy remains that such censoring guidelines go against the core principle of democracies; freedom of expression and speech</span></p><h2><b>The Information Technology Guidelines for Digital Media Ethics</b></h2><ul><li style="font-weight: 400"><span style="font-weight: 400">The Information Technology Guidelines for Intermediaries and Digital Media Ethics Code Rules, 2021 was formed to tackle issues like sensationalism of fake news, abuse of these platforms to share morphed images of women, revenge porn and other explicit content. </span></li><li style="font-weight: 400"><p><span style="font-weight: 400">Twitter, Facebook and YouTube must take down defamatory and controversial messages within a specific time-frame, set up grievance redressal mechanisms as well as assist government agencies in the investigation. Whatsapp has earlier refused to comply with the government’s request to trace the origin of a fake message as it undermines the private nature of the platform. </span></p></li><li style="font-weight: 400"><p><span style="font-weight: 400">The rules enable the identification of the first originator of the information for prevention, detection, investigation, prosecution or punishment of an offence related to the sovereignty and integrity of India, the security of the State, friendly relations with foreign states, or public order, or of incitement to an offence relating to the above or in relation with rape, sexually explicit material or child sexual abuse material, punishable with imprisonment for a term of not less than five years.</span></p></li></ul><ul><li style="font-weight: 400"><span style="font-weight: 400">On receiving a court order or notice, an intermediary will need to remove or disable access to unlawful information within 36 hours”.</span></li><li style="font-weight: 400"><span style="font-weight: 400">Platforms need to appoint a Grievance Officer to deal with complaints and share the name and contact details of such an officer. Intermediaries shall remove or disable access within 24 hours of receipt of complaints of contents that exposes the private areas of individuals.</span></li><li style="font-weight: 400"><span style="font-weight: 400">Further, they need to appoint a Chief Compliance Officer, a Nodal Contact Person, a Resident Grievance Officer and also publish a monthly compliance report mentioning the details of complaints received and action taken on the complaints.</span></li></ul><h2><b>What is in it for Social Media Businesses?</b></h2><p><span style="font-weight: 400">The very essence of such platforms is to amplify the voices that go unheard and help keep democracy in check. As a social media business, you must be careful about the kind of content that is shared on your platform and be wary of misinformation and fake news being spread via your social media. As a business owner, you cannot get caught in dubious scandals caused by your user base, thus having proper rules and guidelines will help you regulate the content share. However, understand that you cannot over-regulate and invade users’ right to privacy and free speech.</span></p><p><span style="font-weight: 400">These new rules can lead to privacy challenges and also result in censorship by intermediaries. Not everyone misuses social media, however, exceptions exist. But you cannot control narratives just because of a few exceptions. The guidelines will help ensure the safety of the majority of social media users across India.</span></p><p><span style="font-weight: 400">It is difficult to conduct a social media business when the guidelines can potentially undermine the principles of open and accessible Internet and violate the right to privacy and free speech of users. But users must follow a proper protocol and have their grievances addressed to avoid abuse and violence via social media. </span></p></div>
