In 1949, the Reserve Bank of India &#8211; RBI- previously a shareholders&#8217; bank, was nationalised and was made the central bank.</span></p><p><span style="font-weight: 400">The year 1950 marked a genuinely Indian legislative era in which the Parliament made the laws. In 1950, the Planning Commission was constituted as a central planning body, and in 1951, the government presented the First Five-Year Plan. In this decade itself, in 1956, the Industrial Policy Resolution was passed by the Indian Parliament, marking the beginning of the Licence Raj.</span></p></div>

After independence, wars, poverty, illiteracy, and other serious problems were ailing the country. In 1965, the Green Revolution was initiated to combat India&#8217;s food crisis, and farmers were given <a href="https://dutchuncles.in/inspire/amul-a-milk-strike-that-changed-the-course-of-dairy-industry/">high yielding</a> seeds to produce wheat and essential crops for the masses. Further, in 1968, the Foreign Investment Board was established.</span></p><p><span style="font-weight: 400">Fast forward two decades, in 1985, Prime Minister Rajiv Gandhi kicked off significant tax reforms with V.P. Singh as finance minister. In 1986, S&amp;P BSE Sensex, India&#8217;s first equity index, was launched. And the following year, India&#8217;s first debit card was introduced by Citi Bank, the first ATM installed in Mumbai by HSBC.</span></p><h2><b>Before and after liberalisation</b></h2><p><span style="font-weight: 400">The 1990s were a critical time for the Indian economy and the nation as a whole. As the closed economy showed signs of decadence, brokers and License Raj monopolies plagued the system. In 1991, the balance of payments crisis hit India. The critical situation meant that the Indian foreign exchange reserves could have marginally afforded three weeks&#8217; worth of imports.</span></p><p><span style="font-weight: 400">The pressure, in turn, paved the path for the liberalisation of the Indian economy. Thus, in 1991, Prime Minister P.V. Narasimha Rao and then Finance Minister Dr Manmohan Singh-led budget ushered in the era of liberalisation. This structural reform opened the Indian economy to participation from foreign entities in its industries, including state-owned enterprises.</span></p><p><span style="font-weight: 400">In the new millennium, India also participated in the global tech boom. Many <a href="https://dutchuncles.in/featured/who-are-the-greatest-entrepreneur-ever-and-why/">Indian companies</a> like Infosys, Tech Mahindra, Wipro, among others, reaped the benefits of the tech boom. And start-ups like Shaadi.com, Make My Trip and others were born from the &#8216;</span><span style="font-weight: 400">dot.com</span><span style="font-weight: 400">&#8216; era.</span></p><p><span style="font-weight: 400">In recent years, economic policies by PM Modi and his government are being made with the focus on making India a manufacturing hub of the world and campaigns like Make in India, Digital India, Start-up India, etc., are the key contributors towards that goal. </span></p><h2><b>Start-up and India before Independence and now</b></h2><p><span style="font-weight: 400">India has always been an entrepreneurial country. Barely 300 years ago, India had a 25 per cent share of the global GDP. Colonisation kept the country away from the Industrial Revolution, reducing that share to 2 percent of global GDP in 1947.</span></p></div>

The economic liberalisation, technological advances, more accessible resources, knowledge pool, massive funding, emerging global standards, thriving domestic markets, and reduced communication gap over the years have boosted the Indian economy on the shoulders of small businesses.</span></p><p><span style="font-weight: 400">This has been possible because of the liberty of decision making that let the Indian governments and stakeholders keep the Indian interest at the centre. Independence and freedom have allowed India to undergo a metamorphosis to re-make a nation after hundreds of years of oppression.</span></p><h2><b>India&#8217;s start-up and small business bringing the Indian economy to the world map</b></h2><p><span style="font-weight: 400">The conducive economic environment that took decades to make has promoted entrepreneurs to take up new ventures and turn them into reality. Start-ups are heading the country&#8217;s economic growth even when the overall situation seems grim, and the pandemic is making matters worse.</span></p><p><span style="font-weight: 400">SMEs and start-ups are employing youth and talent that otherwise goes wasted in an economic downturn like India currently faces. Indeed,  the employment opportunities and emphasis on regional development encouraged by entrepreneurship have put the Indian economy on the world map &#8211; it has been possible due to small businesses and start-up&#8217;s initiations.</span></p></div>

It also highlighted that Telangana is working hard to maintain a solid entrepreneurial ecosystem built over the years and looks forward to consolidating its current position as the country&#8217;s preferred destination for start-ups.</span><span style="font-weight: 400"> </span></p><h2><b>Telangana&#8217;s state-of-the-art resources for budding entrepreneurs</b></h2><p><span style="font-weight: 400">Hyderabad has a first-rate infrastructure for incubation and co-working spaces. The second phase of the famed T-Hub will cover 3,000,000 square meters, with two levels dedicated to supporting a socially innovative ecosystem for more than 200 start-ups. The state government plans to set up separate social innovation outposts in Nizamabad, Warangal, Karimnagar, Mahbubnagar, and Khammam. The outreach to these tier-II cities will ensure that urban and rural institutions can jointly benefit from the network of Telangana&#8217;s service ecosystem.</span></p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2><b>Multi-channel and wide-ranging scope for all entrepreneurs</b></h2><p><span style="font-weight: 400">Telangana has conceptualised InnoLabs as a place where individuals and organisations can work together to overcome the social challenges of entrepreneurship. InnoLabs will provide the infrastructure for meetings and collaborations of different outlooks from the industry. The state government is also planning to create a Telangana Social Startups Network to encourage all key stakeholders such as start-ups, incubators and accelerators to share information and jointly develop innovative solutions.</span></p><p><span style="font-weight: 400">The state has set up incubators WEHub and T-Hub, and has a robust intellectual property (IP) support system to help start-ups. Its blockchain policy has made Hyderabad one of the top ten blockchain cities in the world. The state has also launched a leading investment fund called the Telangana Innovation Fund (T-Fund). In addition, it has created a T-SEED Fund worth Rs. 250 crores to finance start-ups and unique private sector initiatives.</span><span style="font-weight: 400"> </span></p><h2><b>Small businesses and entrepreneurs can take benefit of this rising business ecosystem</b></h2><p><span style="font-weight: 400">Hyderabad has about 183 fintech companies, making it the fourth-largest fintech ecosystem in India after Bangalore, Mumbai and New Delhi. 					<div class="elementor-text-editor elementor-clearfix"><h3><b># 1: </b><b>Start-Up India Seed Fund Scheme </b><b>Legal Validity for Incubators</b></h3><p><span style="font-weight: 400">The SFISFS candidate incubators must be a recognised legal entity based on the following criteria:</span></p><p style="padding-left: 40px"><span style="font-weight: 400">It must be a society under the Societies Registration Act 1860, or,  </span></p><p style="padding-left: 40px"><span style="font-weight: 400">It must be a trust organised under the Indian Trust Act 1882, or, </span></p><p style="padding-left: 40px"><span style="font-weight: 400">It must be a Limited Liability Company under the Companies Act of 1956 or Companies Act of 2013, or, </span></p><p style="padding-left: 40px"><span style="font-weight: 400">It must be a legal institution established under constitutional law by legislators.</span></p><h3><b># 2: Operational Eligibility for a </b><b>Seed Fund Scheme </b><b>Incubator </b></h3><p style="padding-left: 40px"><span style="font-weight: 400">The incubator must have been running for at least two years on the date of application for SISFS.</span></p><p style="padding-left: 40px"><span style="font-weight: 400">The incubator must employ at least 25 people, and it must be aiding at least five start-ups at the time of application.</span></p><h3><b># 3: Organisational Structure Eligibility for an Incubator</b></h3><p style="padding-left: 40px"><span style="font-weight: 400">The incubator must have a defined organisational structure. It must have key personnel like a CEO, business development team, audit team, and competent financial, legal, and human resources team. </span></p><p style="padding-left: 40px"><span style="font-weight: 400">Incubators are not allowed to use funds from private outsourced companies to provide capital to start-ups.</span></p><h3><b># 4: Qualifications Based on Prior Funding or Assistance </b></h3><p><span style="font-weight: 400">To avail benefits of SISFS, a start-up incubator needs to have been supported by either the central government or state government. If it has not gotten the aid from central or state government previously, then the incubator:</span></p><p style="padding-left: 40px"><span style="font-weight: 400">Must have been in service for at least three years,</span></p><p style="padding-left: 40px"><span style="font-weight: 400">Must have at least ten independent promoters at the time of application,</span></p><p style="padding-left: 40px"><span style="font-weight: 400">Must have submitted the annual validation report for the last two years.</span></p><p><span style="font-weight: 400">The </span><b>Expert Advisory Committee</b><span style="font-weight: 400"> may establish any other eligibility standard for availing SISFS benefits.</span></p></div>

In December 2020, more than 86% of pending proceedings exceeded the set 270 days limit for resolutions. One of the main reasons for the CIRP delay is the delay in the lawsuits from former sponsors and potential bidders. On the other hand, the new pre-pack has a maximum resolution limit of 120 days, and involved parties have 90 days to submit a draft solution to NCLT.</span></p></div>

This could be an essential reform for MSMEs experiencing financial difficulties due to the pandemic or other problems. PPIRP will be cost-effective, fast and results-oriented. The new policy service will be made available to all companies over time, as legal issues related to the provisions are resolved by case law; its benefits, therefore, are yet to be seen.</span></p></div>

This is a policy revision for the Auto Generation of FSSAI licenses as well as for the auto rejection of registration applications (case of non-response) and they wanted it to be implemented with immediate effect. </span></p><h2><b>What does this policy change imply?</b></h2><p><span style="font-weight: 400">This policy implies that if a food business has applied for license or registration renewal and if the authorities do not respond on time, said license/registration will be auto renewed. Essentially, FSSAI has resolved the timeline issues surrounding the renewal of licenses/registrations for food businesses. </span></p><p><span style="font-weight: 400">It also implies that when an applicant submits his application for renewal of his food license to the licensing authority, the latter has a time of 60 days during which they must renew the license. In case of inadequacy detected, they will need to notify the business owner within this time frame. Failure to do so will lead to the auto renewal of said license. However, in the case of a potential rejection, the query from the licensing authority and simultaneous response from the food business must take place within a time frame of 30 days, otherwise the application is auto rejected. </span></p><p><span style="font-weight: 400">For registrations, the time frame is 7 days. </span></p><p><span style="font-weight: 400">The main objective of the policy revision is to ensure auto generations and issuances do not occur since these applications will be deemed as ‘unattended by the food authority’ and will be considered as a negative mark for them. </span></p></div>

If you are a retail meat shop, the policy will apply only for the retail part of your business and not for the slaughtering/processing of meat. </span></p><p><span style="font-weight: 400">Slaughterhouses and meat processing units are not covered under the policy since they are considered high-risk businesses with any potential impact associated with their operations extending across the country. </span></p><p><span style="font-weight: 400">The policy revision will protect petty food businesses from pausing due to failure on the part of authorities. Business must not be hampered for these businesses due to the incompetence of food safety authorities. India is currently suffering from an acute shortage of the most vital naturally, abundant gas in the atmosphere which we cannot breathe without. </span></p><p><span style="font-weight: 400">The Ministry of Home Affairs communicated to all the States and Union Territories about no industrial exception being allowed henceforth for use of Oxygen as a commodity. It was communicated via a letter to the Chairman of the Executive Committee of the National Disaster Management Act. Most importantly, manufacturing units are hereby directed to maximise their production of liquid oxygen which will be supplied directly to the Indian Government with immediate effect. </span></p><h2><b>Why is the industrial use of liquid oxygen banned?</b></h2><p><span style="font-weight: 400">Liquid Oxygen will only be used for <a href="https://dutchuncles.in/featured/start-ups-join-indias-fight-against-a-ravaging-second-wave-of-covid-19/">medical</a> purposes since the diversion will save lives. The normal demand for Liquid Medical Oxygen in a pre-Covid era gone by was 700 Tonnes per day. The ongoing second wave of the Covid-19 pandemic in India has seen a 7X increase in the demand for LMO to 5000 Tonnes per day. The Government is at a critical stage where Indians are dying every second and they have been reduced to mute spectators. This is why the urgent decision was rolled out. </span></p></div>

					<div class="elementor-text-editor elementor-clearfix"><p>The Manipur Startup policy was initiated in 2016 to make Manipur emerge as one of the top startup destinations in the Northeast region. The policy was then launched in March 2018 and aimed to enable the youth and unemployed persons in the State to take up new ventures with new and creative ideas. The policy missions included active encouragement of entrepreneurship as a career choice to the youth through appropriate learning modules, entrepreneurship development programs in vocational institutions; supporting and strengthening business incubators and accelerators in the state, setting up a platform for accessing avenues that provide financial support to start-ups, and to establish an ecosystem that facilitates up to 200 start-ups in the next five years. The four major stages of a start-up that the policy targets are as follows:</p><h2 style="padding-left: 40px;">Pre-idea stage</h2><p style="padding-left: 40px;">In this stage, the state will aim to nurture the seeds of <a href="https://dutchuncles.in/aspire/everything-you-need-to-know-about-the-types-of-entrepreneurship/">entrepreneurship</a> in institutions and create a Network of Entrepreneurship Development Centers (NEDC) with Universities and higher educational institutes across the state. It will also promote capacity building of NEDC partner institutions through collaboration with leading business incubators in the state.</p><h2 style="padding-left: 40px;">Idea/Prototype Stage</h2><p style="padding-left: 40px;">In this stage, the government will assist in creating business incubators in the state to enable the incubation of a number of start-ups while also providing mentorship to the new incubators. As part of the policy, it will also facilitate preferential lease of land from the State Government as per its land policy.</p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2 style="padding-left: 40px;">Product Development Stage</h2><p style="padding-left: 40px;">For start-ups at this stage, the government will set up an Innovation Enabler Mechanism (IEM) to address statutory compliance issues or legal hurdles. It will also assist start-ups in enabling legislation or clarification from the government on a fast track-mode.</p><h2 style="padding-left: 40px;">Commercialization Stage</h2><p style="padding-left: 40px;">At this stage, the State will facilitate access to a network of registered angel and venture capital funds through a digital platform. This platform will connect all the eco-system stakeholders, network of support, funding and service providers to enable seamless access.</p><h2 style="padding-left: 40px;">Incentives</h2><p style="padding-left: 40px;">Under the policy, the State will fund expenditure upto Rs. 10 lakhs to colleges in the state to create an Entrepreneurship Development Centre (EDC). It will also create a network of kick-starter funds for sustenance or early stage funding to start-ups and assist them in covering costs for certification and manufacturing pilot devices, etc. A beneficiary can avail up to Rs. One crore with 30% subsidy depending on the scale of their business.</p><h2>What’s in it for me?</h2><p>Three rounds of selection of beneficiaries have been conducted so far since 2017-18 and assistance provided to 877 start-ups. At the Manipur Startup Conclave 2020, monetary assistance of Rs 525.09 lakh was handed over to 272 start-up beneficiaries. The state government is planning to provide bank loans to around 20,000 vendors whose business adversely affected by the prolonged lock-down. Aspiring entrepreneurs can volunteer for registration at the official website and apply for the fourth round which the government hopes will provide opportunities to those who have returned from outside the state after leaving their jobs due to the pandemic.</p></div>
