According to a survey conducted by Khatabook, the MSMEs have experienced an average dip of 11 percent decline in business volume due to lockdowns in 2021 as compared to 46 percent during the 2020 nationwide lockdown.<br />India’s MSME sector which forms the bedrock of the country’s GDP seems to have been impacted by ongoing military conflict since a majority of exports to these two warring nations have been led by the Indian MSMEs. India’s bilateral trade with Russia and Ukraine stood at $11.9 billion and $3.1 billion in 2021 and makes Russia India’s 25th largest trading partner with a projected value of $2.5 billion exports and $6.9 billion imports during the April-December period of FY2022.</p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2 class="western" align="left"><strong>What Indian MSMEs are expected to lose from this war?</strong></h2><p class="western" align="left"><strong>Hit on the pharma sector:</strong> According to the r Pharmaceuticals Export Promotion Council (Pharmexcil) under the commerce department, India had exported pharmaceuticals worth $591 million to Russia and worth $182 million to Ukraine in 2020-21, which is 12 percent of India’s overall pharma exports to the world. A prolonged war and sanctions imposed on Russian central banks may impact the remittances of outstanding trade receivables. Indian pharma exporters ship consignments every quarter, and if the war continues beyond March the exports will largely be hampered. <br /><br /><strong>Seafood exports are stuck:</strong> Seafood exports from India in the past few years have recently gained ground in the global markets. Russia is India’s biggest customer of shrimp as well as cephalopods such as squid, cuttlefish, and octopus. Ukraine currently imports $10 million of seafood from India. Exporters are now staring at losing a market that is developed over the past few years. In 2022, the projection of seafood exports is to be worth $180 million against $150 million from last year. The recent war has caused worth Rs 500 crore of seafood stuck in transit. <br /><br /><strong>The apparel business is hurt:</strong> The pandemic laid a rough patch for India’s textile and apparel industry since the weavers went to their hometown for preventing themselves from getting infected by the virus. With the ongoing war, the textile owners are unlikely to get paid on time since the dollar rouble has plummeted to historical lows. In addition to this, the air space restrictions have blocked the trade routes and the EU members have asked Indian exports to put the shipment on hold. This is resulting in a stock pile-up with trade routes getting expensive.</p><h2 class="western" align="left"><strong>What might be the possible gains from Russia and Ukraine?</strong></h2><p class="western" align="left">Russia and Ukraine together account for almost a quarter of the global wheat supply. Their wheat crop will mature in August and September this year. However, the ongoing war and imposition of sanctions, present an opportunity for Indian wheat exports to fill in the supply void. The total shipment from the country has touched a record of 6.6 million tonnes during the current fiscal. India’s new wheat crop will be available from 15th March as compared to global wheat producers. According to Agriculture Ministry&#8217;s second advance estimate, India’s wheat production is projected to touch a new record of 111.32 million tonnes in 2021-22 against 109.59 million tonnes in 2020-21.</p></div>

According to Dr. Nancy Juneja, “An entrepreneur identifies opportunity in every situation. He is the person with a vision, an audacious tech leader successful in bringing brilliant ideas to the market, an initiator who creates something new every moment and converts it into a business idea and the whole process as we gloriously call as entrepreneurship.” While it is important to survive, but more importantly it is necessary to thrive.</p><p>The <a href="https://dutchuncles.in/aspire/digital-infrastructure-key-to-entrepreneurial-success/">digital</a> transformation has been happening in a very rapid form for several years now but the COVID era reinstated it as the new norm. It is vital for each entrepreneur to believe in the notion that opportunity lies in the middle of difficulty. Innovation emerges as the norm and needs to be aligned according to the stages of the economic cycle. Thereafter, she listed the stages as – Boom (or the period of expansion with the rate of growth rising at a faster rate), Early Recession or Slowdown, Full Recession, Depression and Recovery.</p><p>The mentor touched upon the issues of the Indian economy and focussed on the skill sets that can make any entrepreneur bounce back and move ahead. “Entrepreneurship has always been about versatility. It is the learning curve that defines the skill set. “It is moving ahead, continuously learning and unlearning to learn which is a powerful reminder given to each and everyone. Be it any number of years you are into the business – you need to be learning, testing, sharing, collaborating and in this mode, you need to think upon something to apply and discard.”</p><p>Decision making in the entrepreneurship journey is a paramount skill because a present approach determines the course of action in the future. Again, it is also important to stay calm in crisis and lead the team through the challenges. No matter how many MNCs create employment opportunities in India, finding both jobs and affordable housing for migrant labourers is yet a dream. According to the estimates of the World Economic Forum, there are approximately 139 million domestic migrant labourers in India that migrate from rural to urban cities such as Delhi or Mumbai in search of economic opportunities. This migration is what paves the need for housing requirements. The imposition of covid-induced lockdowns has worsened the crisis as loss of jobs forced migrant labourers to leave for their natives due to their inability to pay rent for rooms. </p><p>Generally, an Indian rural dweller makes migration decisions by relying on the opinions of a friend, brother, or relative living in an urban area who can provide them with job referrals or an initial place to stay. Besides, acquaintances, the decision to migrate is influenced by the assurance shown by the labour contractor or job brokers. Even if a seasonal migrant worker manages to secure a stable job, the hurdle of finding habitable affordable housing in urban areas remains unresolved. Several middlemen take undue advantage of this gap by charging exorbitantly high rentals that leave low-income migrants with no choice but to bow down. The condition of houses is unlivable due to which sometimes they are forced to leave jobs midway which further creates problems for the employers. </p><p>Realising this market to be highly fragmented and disorganised, Rushil and Jacob developed a platform Bandhu to solve the plaguing issues to find jobs and affordable housing for<a href="https://dutchuncles.in/featured/skill-mapping-may-solve-reverse-migration-problem/"> low-income migrants</a>. </p><h2><b>What is Bandhu and What does it Intend to Solve? </b></h2><p>Bandhu, founded in 2020, is an employment platform developed using data science, artificial intelligence, and computer science that aims to solve the woes of jobs and affordable housing for low-income migrant workers. It is the brainchild of Rushil Palavajjhala and Jacob Kohn both MIT (Massachusetts Institute of Technology) graduates, who developed this platform with the support of the institute’s robust entrepreneurial ecosystem. </p><p>Rushil observed how the middlemen or job brokers did not serve migrant workers well. Their verbal promises at times could not assure jobs that left the workers helpless in a new city. Another challenge, Rushil found was the nature of jobs that offered no security and the struggle of urban employers to find employers with the required skill set.</p><p>Therefore, a supply and demand of workers and jobs were visible but there was no such platform to make it organised. The app ‘Bandhu’ bridged the gap between job seekers and employers through the app. </p></div>

After downloading the app the worker can create a profile with which they can search jobs matching their skillset in the region of interest. With each job location, the worker can also see available housing options. The app also provides a breakup of their monthly expenses, which helps workers to understand the savings they can make to send home back money. It eases the hiring of an employer to a great extent as the app displays a list of workers with their wage expectations and skills. </p><p>Under their rating system, the worker and employers can review each other to build their digital resumes by defining skills such as work quality, timeliness, and communication under a five-star rating scale. Job brokers are also awarded points for recruiting and retaining workers. The ratings provide transparency in information to the worker to understand whether this employer is good or not. The same goes for the employer to understand which worker to pick. </p><h2><b> </b><b>Which Parts of India is Bandhu Available?</b></h2><p><b> </b>Bandhu is currently accessible for users in western India. </p><h2><b>How is Bandhu app making itself accessible to migrant workers and employers? </b></h2><p>In the initial phase of development, the Bandhu app ran a demo with its front-end prototype with 100 workers and 20 employers, who after usage were satisfied. In the coming months, the app plans to work closely from the employer’s side working closely with local NGOs who are already working in this sector. Knowing that the workers use low-end Android phones, their tech stack consists of Java + Kotlin with PHP as a backend. </p><h2><b>What lies ahead for the employment apps for low-income migrant workers? </b></h2><p>In such grim times of unemployment induced by the pandemic, such job provider platforms are a blessing. According to CMIE (Centre for Monitoring Indian Economy), India lost a total of 2.25 crore jobs out of which the daily wage workers owned a lion’s share of 1.72 crores.</p><p>Such apps tend to ease the hiring for employers in real estate, or in metal fabrication industries as they struggle retaining workers. Workers on the other hand will get jobs with the desired wage amount. 					<div class="elementor-text-editor elementor-clearfix"><p style="font-weight: 400">While preventive measures of lockdown and curfews were imposed to contain the virus, its brunt was largely borne by the daily-wage workers as the fear of getting contracted by the virus forced them to head towards their respective hometowns on foot leaving their jobs behind.  With daily wage labourers migrating to their native hometowns the numbers of unemployment touched 11.4 crores in April 2020 in the first wave and within two months of April-May 2021 during the peak of the second covid wave, India lost a total of 2.25 crore jobs out of which the daily wage workers owned a lion’s share of 1.72 crores according to CMIE (Centre for Monitoring Indian Economy).</p><p style="font-weight: 400">The sad state of the daily migrants caused by the <a href="https://dutchuncles.in/discover/here-is-how-lockdown-have-hit-indias-gdp-growth/">lockdowns</a> became more visible when a report from Stranded Workers Action Network revealed that 58 percent of the migrant families were hungry for days. The unprecedented times of the pandemic have thrown the migrant workers in tough dilemmas, where if they choose to go back to their native place their income becomes zero whereas if they chose to stay back in their hometown there are no employment opportunities. This further widens the gap between rich and poor and pushes more people under the below poverty line. </p><p style="font-weight: 400">In such cases, a skill mapping of the migrant workers might seem to be a respite from the shackles of unemployment.</p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2 style="font-weight: 400"><strong>Can there be a skill mapping initiative like SWADES for the daily wage workers as well?</strong></h2><p style="font-weight: 400">For Indian citizens returning from abroad who were stranded in the pandemic, the government under ‘Vande Bharat Mission’ has launched SWADES (Skilled Workers Arrival Database for Employment Support) a joint initiative of the skill ministry, the ministry of civil aviation and the ministry of external affairs to conduct a skill mapping exercise for creating a database of qualified citizens based on their skill sets and experience to fulfill the demand of Indian and foreign companies.</p><p style="font-weight: 400">Certain skill mapping initiatives should also be launched for the daily wage workers to create a database of what they did in their previous jobs. The collective information on hand can help the central and state government understand apart from the previous job, in what they can be trained to be employable where the manpower requirement is high. For instance, due to losses in the hotel and restaurant industry an ex-waiter can be further trained for welding metals in a metal fabrication company or can be trained to become a taxi driver as well. This might be a win-win situation for the native workers of the states that earlier due to the migrant workers, were unable to get the job. With the migration of daily wage workers, the state government can leverage the skill database and employ and train the ones present in the state. On 12th April, India recorded a ruthless 169,000 covid infections surpassing the count in Brazil which was second in the list of worst affected countries. To gain a control of the situation in India, the states started imposing local <a href="https://dutchuncles.in/featured/here-is-how-lockdown-have-hit-indias-gdp-growth/">lockdowns</a>. The areas under lockdown or curfew are suffering heavily especially the small businesses. The main problem faced by the small businesses is access to markets during the pandemic where it can sell because people have gone inside cocoons to save themselves from the impending disaster. </span></p><p><span style="font-weight: 400">Many businesses have come up with creative ways to solve this problem but it doesn&#8217;t solve the major market&#8217;s problem of reachability to its customers. To revive the small businesses, the government also tried to help but it is less significant in India owing to the GDP per capita. Higher the GDP per person, higher is the level of measures taken to save the business as a percentage of the GDP. In a nutshell, the wealthier countries are more prudently helping the small businesses than third world countries or developing countries like India.</span></p><h2><strong>Economy slowdowns as Small businesses are stumbling</strong></h2><p><span style="font-weight: 400">With the curfews and lockdowns in 2021 the state of small businesses has reached a new low as compared to that in 2020. Those in the manufacturing sector of small businesses have shown facing tougher struggles. A survey by data firm Dun &amp; Bradstreet has shown 82% of businesses have undergone a crucially negative impact during the second wave of the pandemic. </span></p><p><span style="font-weight: 400">In Bihar, because of night curfew from 6pm to 6am, all shops and businesses need to be closed from 4pm onwards. In Uttarakhand, this time is even more lengthened to close the shops at 2pm. With these restrictions apart from curfew, the small businesses can hardly make a living leave aside the pleas for profit. While walking down the roads during this time of closing one can feel the terror of the second wave of the pandemic and the stark loss that most of the small businesses are suffering from due to early closure of shops and the local curfews and lockdowns. </span></p><p><span style="font-weight: 400">Another problem faced by the small businesses is productivity. In this grip of Covid-19, these businesses are failing to reach out to the production companies and lacking in productivity due to a lower number of commuters who are available to work. </span></p></div>

The situation in Bengaluru is looking grim with 200,000 fresh cases on Sunday, the 25</span><span style="font-weight: 400">th</span><span style="font-weight: 400"> of April. </span><span style="font-weight: 400">But the Karnataka government has given relief to the people by allowing ALL home deliveries during this 14-day lockdown period.</span></p><h2><b>Win-win for Brick-and-mortar stores and online traders</b></h2><p><span style="font-weight: 400">Lockdowns spell bad news for both online as well as offline traders. Last year, offline traders protested about their establishments being shutdown while ecommerce firms were allowed to function unhindered. The Karnataka government has come up with a new strategy to balance out their demands. </span></p><p><span style="font-weight: 400">As per the guidelines issued, home deliveries, irrespective of whether they are for essential or non-essential products, will be allowed. This is a positive development compared to other states. Maharashtra, Delhi and a few other states have made the distinction between essential and non-essential products which is sure to impact both online and offline traders.</span></p><p><span style="font-weight: 400">It’s a win-win for ecommerce marketplaces as well as offline stores.</span></p></div>

In 2020, the state of millions of excluded migrant workers made it clear that the COVID induced lockdowns had the worst impact on the MSME sector and small business in India. That is why the government established the Atmanirhbar Package for aiding MSMEs and India&#8217;s vulnerable. But the scheme fell short of its objectives and widely focused on loan guarantees than actual cash relief.</span></p><h2><b>With a Lockdown in View, 2021 Also Looks Bleak</b></h2><p><span style="font-weight: 400">In the second week of April, India&#8217;s business activity has started to drop dramatically, and the economic situation could deteriorate further as COVID cases are skyrocketing. The Nomura India Business Resumption Index, which tracks high-frequency economic indicators like financial mobility, is about 16 percentage points below the normal levels. </span></p><p><span style="font-weight: 400">Although India has not yet declared a national lockdown, severe national bottlenecks to curb the cases severely impact businesses, especially small, medium and micro-companies. Economic activities are getting affected across the country due to curbs imposed by states amid a surge in COVID-19 cases. </span></p><p><span style="font-weight: 400">The </span><b><i>Nomura Care</i></b><span style="font-weight: 400"> ranking has also reduced the estimated GDP growth value of the GDP for the 2021-22 fiscal year to 10.2% from the previous estimate of 10.9. As India has no choice but to tighten restrictions due to deaths and accidents, more businesses may be affected in the coming months. Economists indicate that the economic impact of the second wave could intensify in the next few weeks due to lower mobility. </span></p><p><span style="font-weight: 400">However, energy demand and occupancy rates remained essentially unchanged. Companies in the aviation, automotive, tourism, hospitality, restaurants and other sectors are likely to be subjected to new government restrictions to contain the disease. But one sure thing is that the Indian economy, and indeed India&#8217;s small businesses, cannot bear another nationwide lockdown.</span></p></div>

If a foreign currency crashes significantly, the RBI can withstand the shock. During such times, access to borrowing is also curtailed. 					<div class="elementor-text-editor elementor-clearfix"><h2>Composition of Foreign Exchange Reserves</h2><p>The forex reserves are divided into four main categories: </p><ul><li><h4>Foreign Currency Assets:</h4></li></ul><p>As much as 64% of the forex reserves are held in securities like Treasury bills of foreign countries, mainly the US while 28% is deposited in foreign central banks and 7.4% in commercial banks abroad. The RBI, who is the account holder of all these deposits, earns a regular income in the form of interest rate from these deposits. </p><ul><li><h4>Gold:</h4></li></ul><p>India held 653.01 tonnes of gold as of March 2020, with 360.71 tonnes being held overseas in safe custody with the Bank of England and the Bank for International Settlements, while the remaining gold is held at RBI’s Gold Vault in Nagpur.</p><ul><li><h4>Special Drawing Rights (SDRs):</h4></li></ul><p>SDR is an interest-bearing international reserve asset created by the International Monetary Fund (IMF). Think of SDRs as a nest egg kept by the IMF. Should a member suffer a capital outflow, it can draw on these rights. These drawing rights are an asset that appears only on a balance sheet. They are not certificates tradable in financial markets. SDRs can be exchanged for currencies held with the IMF. For instance, a country suffering from a financial emergency can exchange its SDRs for dollars and other major currencies.</p><ul><li><h4>Reserve Tranche Position:</h4></li></ul><p>SDR amount cannot be used by RBI without the permission of IMF. However, there is a quota assigned to every member and the percentage of that quota can be used as a transactionary amount. That amount is called Reserve tranche position which is accounted among a country&#8217;s foreign exchange reserves. Let us understand this with an example: Let’s say SDR consists of $100 million. So, the 25% (India’s quota) is the amount kept as reserve tranche i.e. $25 million. This amount can be used by RBI for buying and selling foreign currency or Indian currency.</p></div>

We have already mentioned how these reserves add to a country’s strength, especially during the times of crisis. It is like extra cash, gold, savings that a common man keeps for emergencies.</p><ul><li><h4>Forex reserve and exchange rate management  </h4></li></ul><p>Foreign exchange reserves are important to stabilise the Indian rupee. The exchange rate is decided by the market forces and the RBI intervenes only when the exchange rate falls below or above it’s comfort zone. Exchange rate works on the principle of demand and supply. If demand &amp; supply of a currency then that currency appreciates with respect to other currencies and if supply &amp; demand, it depreciates. Now, for instance, if our imports are very high or investors pull out money from India, the demand for dollar increases which depreciates the Indian rupee. In such a scenario, RBI uses the forex reserves to buy rupees and sell dollars in the forex market. Additional demand will stop rupee’s fall.</p><ul><li><h4>Forex reserves during economic crisis</h4></li></ul><p>Maintaining a foreign exchange reserve allows a country to import necessary commodities, otherwise not getting produced locally due to crises like a volcanic eruption or a flood. In such cases, the central bank aids the local exporter by liquidating its foreign reserve. The bank exchanges foreign currency to the local currency, enabling domestic exporters to import important items. Do we have enough?</h2><p>Ideally, a country must have enough foreign exchange reserves to support three to six months of importing essential commodities like food. It should have a reserve surplus to settle its debt payments and current account deficit (when a country imports more goods, services, and capital than it exports) of 12 months.</p><p>As per RBI’s report ‘Management of Foreign Exchange Reserves’ (May 8, 2020), the foreign exchange reserves cover of imports increased from 11.4 months as at the end of December 2019 to 12 months as at the end of March 2020. According to the same report (December 8, 2020), it further increased to 14.8 months as at the end of June 2020. From the above, one can infer that current level of reserves is more than adequate as per the import cover criterion. In other words, the level of reserves is in the high comfort zone.</p></div>

FCA rose by $150 million to $541.791 billion. The rise in forex reserves is attributed to increase in portfolio investments from offshore investors and also growth in the foreign direct investments (FDIs) during the period along with sharp fall in the volume and value of India’s imports as compared to exports.
