Amidst cases surging exponentially everyday, the primary question on everyone’s minds is why the government is unable to provide free vaccines for everyone. The irregularities in the pricing of the vaccine distributed among the state hospitals and private hospitals will have a major impact on the battle against the virus. Let’s find out why the government failed to provide free vaccines for everyone.</p><h2>Lack of vaccine orders</h2><p>Phase 3 of the covid vaccination drive will push the number of citizens eligible for vaccination to 84.19 crore out of a total population of 133.26 crore according to a report by India ratings. However, India has ordered only an additional one crore doses of the Covishield vaccine from Serum Institute of India and 45 lakhs more of Covaxin from Bharat Biotech. With the previous orders the total is still not enough to vaccinate the entire population with two doses. Moreover, the vaccine drive has been restricted to two made-in-India vaccines so far. In such circumstances, allowing the vaccine to enter the open market will start a bidding war among the states and private players.</p><h2>Company benefits</h2><p>Despite the recent update from Adar Poonawalla that the price of Covishield will be sold at a reduced price of Rs. 300 per dose (from Rs. 400 earlier) to state governments, it is still projected that the two companies manufacturing the vaccines will benefit substantially from the third phase. According to Randeep Singh Surjewala, General secretary of media for the Congress Party, the estimated profits for Serum Institute of India had it maintained its initial price of Rs. 400 would have been Rs. 35,350 crore while the estimated profits for Bharat Biotech would be Rs. 75,750 crores.</p></div>

Moreover, the government is now thinking about scrapping the 5% GST also on similar grounds.</p><p>As a Philanthropic gesture, Pune-based Serum Institute of India on Wednesday announced the price reduction of ‘Covishield’ vaccine from Rs. 400 to Rs. 300 per dose to the states. According to some of the sources, there’s not likely much of a discussion on tax exemption on COVID Vaccine as India is already struggling massively with the second wave of the virus and people are suffering drastically.</p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2>Why is Government waving off the GST on Vaccine?</h2><p>Under the third phase of India’s Vaccination drive, the vaccine will no longer be free of cost, manufacturers will be required to supply 50% of their monthly production to the government and rest they can sell it to the state government or the open market. Amidst all these, the government has asked the manufacturing companies to lower down the rates. As mentioned by the Serum Institute that reducing the <a href="https://dutchuncles.in/featured/vaccine-prices-in-india-see-a-cut-and-a-deduction/">cost of vaccines</a> will ensure more vaccinations and will save countless lives. A waiver in GST, if approved, will decrease costs for governments, as well as boost more private players to purchase and distribute vaccines. This move will support inoculations and will give some respite from the current crisis. It will also provide relief to people in all states and beside all this it will not have any significant revenue implication.</p><h2>How will it affect the State?</h2><p>Earlier, Serum Institute has declared that it will value its Covishield at Rs. 400 and Rs. 600 for state and private clinics respectively. Whereas Bharat Biotech will be charging their Covaxin for Rs. 600 and Rs. 1200 for the same sectors for each portion. The two manufacturing companies have been supplying the doses at Rs. 150 to the central government which is being distributed free of cost to the government employees and frontline workers. This creates a situation where the state will have to purchase vaccines from Serum Institute at over double the value it is charging central government and from Bharat Biotech, four times the value it is charging the center. While the center has undertaken to inoculate 30 crore individuals, states will bear double of that burden but will have to spread across all of them.</p></div>

The pricing policy of these manufacturers is on shaky grounds due to the discrepancy and they are not sure whether they need to defend their pricing, stick with it, or change it. It’s a very vulnerable time for them. </span></p><h2><b>Price cuts are not justified</b></h2><p><span style="font-weight: 400">The price slashing being announced with much pomp and show on the media is not justified since the price of Covishield in India is markedly higher than in other countries like South Africa and Sri Lanka where it is priced at INR 300 per dose. In the European Union, Covishield is priced at INR 160 per dose and in the UN initiative, it is INR 225 per dose.</span></p><p><span style="font-weight: 400">So the price cuts don’t make sense. But in India, production is hampered due to lack of initiatives by the Government. There are calls for vaccine price moderations under an act by the Government. The public is at unrest regarding the Central Government’s decision to allow manufacturers to fix the price of vaccines, a move which is unjustified to the common man. </span></p><p><span style="font-weight: 400">Covid vaccines come under ‘essential commodities’ under the Essential Commodities Act 1955 and the Disaster Management Act 2005. There are calls for these acts to be invoked. </span></p></div>

If you are a drug or vaccine maker thinking of stepping into the game, you need to ramp up your supplies to fulfil shortages and demands, especially in India. </span></p><p><span style="font-weight: 400">Pharma or Healthcare start-ups planning to assist in India’s covid fight need to be consistent and transparent with their pricing policy. Whether you are supplying drugs, vaccines, or other medical support, it will be a public interest project. Healthcare start-ups fighting the pandemic need to take a not-for-profit approach. There is also a lot of ground for innovation, especially around intranasal vaccines, etc.</span><span style="font-weight: 400"> </span></p></div>

The richest state of the country, Maharashtra is amongst the worst affected states. With cases rising each and every day, the Maharashtra government has taken swift measures. On April 28, 2021, the state government cleared its plan to provide vaccines for free.<br /><br />The state requires 120 million doses to vaccinate its entire population. Also, vaccination centres and facilities are needed to be set up accordingly for the entire humongous population. Health Minister, Rajesh Tope spoke about how it would cost the government Rs 6,500 crores to inoculate its population of 57.1 million citizens from the age of 18 to 44 years within a span of six months. While the plan seems perfect in itself, what is the hold-up? The biggest challenge the Maharashtra government is facing is the vaccine shortage.</p><h2>Maharashtra in jeopardy: The vaccine shortage</h2><p>While the plan was to vaccinate citizens between the ages of 18 and 44 from May 1, 2021, it has been halted currently due to the unavailability of sufficient numbers of vaccine doses. The state said that this plan will be resumed after getting sufficient vaccine doses. The government will still continue to vaccinate all its citizens in next six months as planned. The age group of 18 to 44 years will be vaccinated for free in the government vaccination centres as declared. However, those who take their jabs at private facilities will have to pay for it.</p></div>

Also, the Co-WIN app needs to be compulsorily installed by citizens. Only by registering on the app, one can take an appointment for the vaccine. This will ensure that the vaccination centres are not crowded and end up spreading COVID-19. <br /><br />Currently, only citizens who are above 45 years are being vaccinated. The government has also declared that for citizens between 18 to 44 years, separate vaccination centers will be established. The Minister has also reassured by confirming that the state jab wastage rate is 1%, way less than the <a href="https://dutchuncles.in/discover/vaccination-drive-in-india-a-total-wastage-of-vaccines/">national average</a> of over 6%. </p><h2>The ray of hope</h2><p>The Serum Institute of India has promised to supply up to 10 million doses of vaccination every month to the state. While there is a shortage, Bharat Biotech has assured the Maharashtra government that it will accelerate its supply soon. <br /><br />In the month of June and July, the company assured that they will be sending a supply of 2 million doses per month. The Chief Minister of Maharashtra is also in talks with the manufacturers of Sputnik V, a Russian vaccine. Not only because he is leading the world’s largest <a href="https://dutchuncles.in/discover/kerala-startup-mission-develops-wolf-airmask-to-reduce-circulation-of-covid-19/">vaccine</a> producer, but also because of the scrutiny faced by him. </span></p><p><span style="font-weight: 400">Serum Institute’s ‘Covishield’ is developed outside the country but is licensed in India. </span></p><p><span style="font-weight: 400">The second leading Indian vaccine for the fight against Covid-19 is ‘Bharat Biotech Limited’s Covaxin’. </span></p><p><span style="font-weight: 400">Adar Poonawalla’s Covishield is currently producing 2 Million doses per day to take on the second, more deadly wave of the Coronavirus pandemic. </span></p><p><span style="font-weight: 400">While this number has been varying every month, the Serum Institute is churning out approximately 60-65 M doses on a minimum every month and has already delivered 100 M doses. </span></p><h2><b>Profits being made by Adar Poonawalla</b></h2><p><span style="font-weight: 400">Poonawalla’s Serum Institute is making profits but not super profits which are necessary for reinvestments. Poonawalla is struggling to make profits in the current climate. Serum Institute is obligated to make payoffs. It&#8217;s vital that the company make profits since diverting all of the production to meet local needs is not feasible. </span></p><p><span style="font-weight: 400">A total of 19 states have already placed orders for 340 million doses of Covishield while 18 Million orders were received from private hospitals. At Rupees 300 per dose, and 50% of the royalty being placed in the hands of AstraZeneca as royalty, the pharma company is barely making a profit enough to support manufacturing. </span><span style="font-weight: 400"> </span></p><p><span style="font-weight: 400">Covishield’s pricing is being controlled by the Indian Government which has failed to do its bit in ensuring profits for Serum Institute and Adar Poonawalla. Presently, Covishield is profitable on a per dose basis since a price hike was done. Since Serum was losing money at 150 Rupees per dose which was the Central Government’s mandated price, the price hike was seen as necessary. </span></p></div>

But the scrutiny around the vaccine’s pricing is leading people to believe that he is just another tough businessman profiteering off a pandemonium. </span></p><p><span style="font-weight: 400">The price disparity between sale of vaccines to states (INR 300) versus to the Central Government (INR 150) received heavy criticism amidst demands for ‘One Vaccine One Price’. But the Serum Institute is offering subsidised rates to the Government at their behest amidst a killer second wave that has already claimed unaccounted lives in under two weeks.</span></p><p><span style="font-weight: 400">Serum Institute has priced their vaccines to ridiculously low levels so that the country’s impoverished can get access to their shots. [They were in fact expecting the Indian Government to step in and help ensure that profits were made. But the Government failed to make it.] Serum Institute and Adar Poonawalla have sacrificed profits and the global vaccination industry, including the one in India, has sacrificed billions to ensure that citizens sail through the pandemic. </span></p><h2><b>Covishield making big bucks or supplying at a loss?</b></h2><p><span style="font-weight: 400">Serum Institute’s Covishield Vaccines are being supplied, but there’s a problem. Together the start-ups plan to source oxygen concentrators and related supplies to help hospitals and families in need. Paytm founder Vijay Shekhar Sharma also took to the micro blogging site to inform that his company has managed to source supplies of different sizes of oxygen concentrators and wants to double the count. </p></div>

					<div class="elementor-text-editor elementor-clearfix"><h2><strong>Start-ups Chip in for a Breather</strong> </h2><p>While start-ups founders mobilised the supply of oxygen cylinders through logistics and imports, others went on to initiate fundraisers to aid the process and other medical needs. </p><p>One such initiative was ‘Mission Oxygen’ started by Gurugram-based start-up Designhill founders Rahul Aggarwal and Varun Aggarwal. According to a statement issued by them, the founders had raised Rs 4.60 crore through crowdfunding platform Ketto by April 24 evening, and are aiming to raise a total of Rs 5 crore to meet the demand of 3,000 concentrators.</p><p>Another such initiative has been undertaken by Action COVID-19 Team (ACT) grants, a foundation by India’s start-ups. The organisation is planning to raise Rs 75 crore for home health management, oxygen solutions and supplementing the medical workforce. Raise Financial Services CEO and founder Pravin Jadhav has pledged $50,000 while Ashish Singhal of CoinSwitch Kuber has pledged $1 million. </p><p>The blockchain start-up community also came together to raise funds. Sandeep Nailwala, cofounder of blockchain scalability platform Polygon, started accepting payments in cryptocurrency Ethereum and raised $1 million and counting. </p><p>Kunal Shah of CRED invited innovative ideas to solve the issue of oxygen supply shortage. He said the oxygen manufacturing in India seems to be solved, but cryogenic containers to move it to hospitals are limited. There are two ways to solve this. One, by enabling local plants at hospitals to be self-sufficient in oxygen. second, innovative tech to convert other containers to be able to move oxygen.</p><h2><strong>What’s in it for me? </strong></h2><p>There are three ways to pitch in: </p><p>1. Independent donations, crowdfunding (via Ketto, Milaap, Indiegogo etc).</p><p>2. Collaborate with respect to logistics. The company has also applied for Rs 15 crores in funding from the Biotechnology Industry Research Assistance Council (BIRAC) to accelerate its operations in drug discovery. </p><h3>PredOmix Technologies </h3><p>The Gurgaon-based start-up was recently enrolled in a project sanctioned by the Council of Scientific and Industrial Research (CSIR) to develop human monoclonal antibodies as therapy for Covid-19 infections. <a href="https://dutchuncles.in/discover/covid-vaccine-know-more-about-bharat-biotech-and-oxford-astrazeneca/">Bharat Biotech International Ltd</a> (BBIL) will lead a project which brings together the National Centre for Cell Science (NCCS) in Pune, and Indian Institute of Technology-Indore and PredOmix Technologies.</p><h3>Accubit Invents</h3><p>This Kerala-based start-up has recently identified two commercially available antiviral drug molecules that may hold some potential in the battle against Covid-19, through computation modelling. A small team of researchers at the artificial intelligence lab at Accubit, based in Thiruvananthapuram, identified molecules that have biomarker property and could have possible future use in developing kits that can easily detect Covid-19. The start-up is in the process of setting up a bio research and development lab. The study was done using the software called Discovery Studio at the University of Kerela, which is an effective strategy used by pharma firms worldwide for reducing the cost of drug discovery.</p></div>

He pledged $250 million (Rs 1.1845 crores) for this goal. This put him on the COVID-19 vaccine map as India&#8217;s leading player in the fight to ensure adequate and affordable vaccines.</span></p><p><span style="font-weight: 400">To develop a <a href="https://dutchuncles.in/build/smart-marketing-in-pandemic-times/">vaccine for COVID-19</a>, the Serum Institute, led by Poonawala, partnered with pharmaceutical company AstraZeneca to form AZD1222 in collaboration with the University of Oxford. The Serum Institute is reportedly providing 100 million doses of vaccine to India and other low- and middle-income countries. It is estimated to be priced at Rs 225 (approximately $3) per dose. </span></p><p><span style="font-weight: 400">In December 2020, the Serum Institute of India requested emergency authorization for a vaccine developed with AstraZeneca from the Indian Government, which was approved a month later.</span></p></div>
